Carrera subway?

Youngest (13.5) is in need of a new bike.
He rides about 25 miles a week on roads and tracks to school and another 40 miles visiting friends.
The bike is for mostly commuting but there is a large area of heathland & they have been known to ride the trails.
Budget is around £400 as that is what has been spent on the others (Mountain bikes).
We are thinking hybrid - something like the Carrera subway. A little big but he'll grow.
Are the new 2015 subways much better than the old model? They no longer have suspension.
We can still get a 2012 Subway 3 with lockable forks.
Not sure if we need suspension & if we go with suspension how much he would loose on the road if he did not having lockable forks. There are few hybrids with lockable forks.
Any other recommendations?
