You can isolate the shifter by undoing the cable at the mech and pulling on the cable while shifting. If it still doesn't shift smoothly then use the standard proven method of dousing the shifter mechanism with WD-40. You can see the mech better if you open the brake calipers by using the release lever or removing the wheel and pinching the caliper closed or even better, just undo the brake cable. After spraying, with tension on the shift cable, shift the lever up and down continuously until it starts moving freely again. Often the grease inside just dissolves over time and the mechanism needs to be re-lubed. Make sure the WD-40 doesn't get on the brake hoods as it can damage the rubber and probably a good idea to cover the bar tape, etc. Just wrap a rag around the hoods. Most Shimano STI's are difficult to apply proper lube to the internals so something like WD-40 works well to penetrate and clean at the same time. Just repeat this every time the shifters get rough or sticky again. If you have watchmaking skills you can take them completely apart and apply proper grease but this is a challenge to say the least. Hopefully a good lube will get them working again.
