Winter Gloves and Jacket Advice

Hi all,
Need some advice on which pairs of gloves and jackets you'd recommend for the upcoming British Winter. I've looked at various different sites and am unsure of which are waterproof (gloves) and which aren't (comments seem to differ depending on site).
Jackets all look pretty expensive so I'd rather get one that is good (obviously) but importantly will last as well.
Also, does anyone wear biking balaclavas or similar - if so, could you please recommend a type? (Gore ones tend to have hugley mixed reviews I've noticed).
