Can wheels be refurbished- painted?

Got a set of C24's that have the logos rubbed due to a loose brake block on one side (previous owner) can these be corrected? I've seen stickers on the bay but would like them done properly

    Or by someone who will take the spokes and hubs out then pass them onto someone who will sand down, re-spray/anodise/powder coat/whatever the rims then arrange for them to be re-built by Ugo/similar.
