Vittoria Zaffiro II Folding Tyre - come up big or small?

Hi. I have some Vittoria Randoneur tyres which at 32 mm come up more like 30mm. I've seen these tyres in a 28mm size which would be going on my son's new bike (2012 Boardman Road Comp from ebay = http://www.wiggle.co.uk/boardman-comp/)

The Boardman will apparently take 25mm tyres, so was wondering if these Zaffiros also come up small I may get away with them? Any thoughts?
