Consideration of cyclists during road works

I wonder if anyone knows a link to any 'best practice' guidelines or legislation governing the provision that workers carrying out work on public roads and footpaths have to make for traffic and pedestrian and whether cyclists in particular are mentioned?

The reason I ask is that during my commute the other day a contraflow cycle lane I use was closed halfway along its length. No warning was provided in advance so I literally found myself confronted by some roadworks and furniture designed to convert the cycle lane into a pedestrian path.

Can you imagine a similar thing happening to car drivers? You're driving down a one-way street and halfway down its length you're suddenly advised that it is closed with no diversion laid on.

I've linked to a video to explain better.

  • The Cyclists Dismount sign is a big hint and sadly that's probably 'best practice'
I used to just ride my bike to work but now I find myself going out looking for bigger and bigger hills.
  • pretty common in London...cycle "super highway" or not...:(
