Novatec F372SB Hub problem

I'm sure this is a pretty trivial problem, and likely user error. I have replaced the non-drive side bearing of the above hub. This involved unscrewing the nuts, removing the caps, then axle and removing and replacing the cartridge bearing. I've then done the reverse and reassembled the various parts. Then here comes the problem. I don't understand how to fix the nuts into place without overtightening them and causing the hub movement to stiffen up. With cone nuts, you usually are able to fix them in place and allow free movement, but here the movement of the wheel itself seems to tighten things up and the nuts squeeze tight onto the bearings. Clearly a dumb mechanic, but what have I done wrong?

    OK, turns out the bearing inside the freehub was seized and I guess when the nuts went back on the load on that just caused everything to tighten up.
