Fork is back to front. Brakes are behind the suspension.
Looks like someone has loosened the bars but put them the wrong way afterwards.

my 6 year old mountain bike has a Manitou front fork on it that is reveresed. The main difference to your photo is that it was designed like that, but when people see it they always point out that I have it on back to front :roll:0
