Fulcrum racing 5 hub

Hi I recently bought a set of 5's. For some reason the rear hub keeps coming loose and wobbling. I tighten the cup back up and it comes loose again. It also feels to tight and won't freely spin when it's done up. How do I do this properly? And could it be that I'm not doing the Allen key bolt up tight enough that secures the cup?
