Replacement Shimano Shifter

I'm having to replace a right hand old shifter on a friends bike which has broken and the screws have rusted so I can't get into it. The original was a Shimano ST-C051-7 (7 speed) but that doesn't exist any more. It's an integrated brake and shifter mechanism. It's a bike used by a woman's rowing club for going up and down the river side path so not looking to spend a huge amount (£20 say ?)

Any ideas as to what to replace it with ? I would like to stay with the brake / shifter combo otherwise it would probably mean replacing both shifters as I think it would be a bit odd having different ones on each handle even if it is just a bit of a hack bike and it is likely to be used by people that don't necessarily cycle that much.

Edit:

If I could replace both levers for not much more than £20 then I'd be happy to do that just for he sake of uniformity
