Pedals on new bike

Hi!
I just purchased a road bike from a friend, they have come with the pedals attached below. I have searched high and low on the internet but I can't find out how they're used. Are they for cleated bike shoes?

Probably, 'beginner' doesn't begin to describe how little I know about these things. The thing that threw me off was the three holes in the front, it made me think that maybe something could clip into it?

Once upon a time they would have had toe-clips attached to them.0

Those do indeed want clips and some leather straps. MKS are good, or look for some old Christophe ones on eBay.0
