Looking for a 70mm stem for my felt f85 2013 it has a control taper 1.125-1.5 . Not looking to spend a fortune (£30-£40) or cheaper any ideas what I should be looking at.

That might require a bespoke frame. Or some limb lengthening. Possibly a shorter stem is a cheaper, simpler solution with no negative aspects aside from there not being space for a computer on the stem.
Some people suggested that the steering would become too sensitive; yes it did make it slightly more sensitive but I got used to it within 10 mins of riding. For me it seems a combo of "long legs/short torso" on an aggressive frame means I need to resort to a shorter stem.
If you want cheap.... you'll find lots of oversized stems for MTBs - they don't all all look like they are designed for dirt jumping.
I have an 80mm On One Forged on my Felt I think, looking at it yesterday the angle is something silly near 45 degrees, which replaced a ~130mm Oval R710 adjustable!
Why? Did my back in big time styley in 2008, the "silly" stem made things borderline as to whether I could ride the bike or not without pain. But then I got the Tricross bargain and the Felt gathered dust for ~5 years until two weeks ago, but even though I do still have the odd day of back agro, at the mo I do wonder about refitting the original ~100mm stem or the multi-angle ~100mm Specialized stem...
