I've been riding My Claude Butler San Remo since 2006/7. I upgraded the gear set up, as it was a struggle up hills. I now want to reduce its weight as it is now weighing in at 11.7kg, with my added Tri Bar Rest. What cheap carbon wheel and front fork set do people recommend.

I was thinking of just upgrading to a carbon bike, but I do like the strength of the San Remo Frame.

Weight doesn't mean strength, it simply means a lot of cheap material to compensate for low strength alloy, plus it will give it a dead feel. I'd save your money and invest in a better frame and fork, transfer the exising wheels and parts and then upgrade as parts wear out/ funds allow.
Make mine an Italian, with Campagnolo on the side..
