Fox Float RL service - lock out won't work!

I serviced my 2010 Fox Float RL 140 forks at the weekend. Took them apart, drained the oil and fitted new seals. I put everything back together again and filled with oil (volumes from Fox website). However, although the forks work as does the rebound, the lock out doesn't. I have tried turning the knob this way and that, but to no avail. How is the lock out controlled? - is is based on a set level of oil in the right leg or something different?
Any help mush appreciated.

    Cycle them a few times. The oil will have drained from the damper and after a few cycles it should return and the lockout should return.
