Winter bike for around £400

Hi I'm looking for a winter bike.
I buy all my bikes second hand and spend a lot of time researching but for some reason I'm finding it quite hard to find a used winter bike. For this reason I have been looking around at some new bikes like the Felt F95 and the Triban 5 black both with full sora groupset.
What's an ideal bike and should I go new or second hand, I have to take in account the cost of petrol to get second hand bike.
