Clamp on the steerer?

Picked up a cheap Triban 5 as a turbo/bad weather bike and it has a clamp, similar to a seatpost clamp attached to the steerer tube as per the attached picture.

It is servicing any purpose or is it simply a makeshift spacer as if not I'd rather replace it with a proper spacer.

    Just looks like a makeshift spacer really.

    You won't need it as you'll be slammin' the stem anyway then setting fire to everything you don't need.

    Apparently those clamps are there so you can remove and reinstall the stem without having to readjust the headset, making it easier to transport the bike. Otherwise it is not necessary.
