My 10yo daughter has a small framed 700c bike. She loves it!

I'd be checking what IslaBikes have on offer
ROAD < Scott Foil HMX Di2, Volagi Liscio Di2, Jamis Renegade Elite Di2, Cube Reaction Race > ROUGH

My 9 year old son has 45cm framed Triban 3 ( the red one ) with 650c
Wheels and he loves it. You'll find lots of bikes available with a big
    price range, enjoy the hunt.

Yeah, the Triban 3 is great value (even the white one but the red is better if they have any left). The Smaller sizes come with 650c wheels but if they are big enough for a frame with 700c wheels that would be better as any investment in lighter wheels or better tyres will be able to stay with them as they grow and get bigger frame etc
