Headset help Merckx EMX-1

I have a Merckx EMX-1 2011 and the headset seems to be a bit "wobbly" does this mean that the whole headset needs replacing or probably just the bearings? It's covered about 8000 miles now through all manor of weather's. If the bearings or such do need replacing are they just standard ones and would I need a headset press to replace them? Many thanks for any help on this.

    When you say wobbly, have you tried tightening them up to remove play?
