Time xpresso loose axle

Hi, I have got two sets of time xpresso 4 pedals on my road and tt bike, they both appear to move on their axle so when your foot just goes above the top of the pedal stroke on its way down they make this thinking sound and then it feels like they drop away from you, does anyone know how to try and tighten or change the bearings? The ones on my tt bike have only been used for less than 100 miles but I bought them over 2years ago!

When you put weight on them with your hand they do move on the axle, it's like there is a bb missing on the inside.
