U brake troubles.

So my friend gave me his old bmx (2008) and I want to get it up and running better. I'm having trouble with the front brake. It's a u brake and one of the arms will not return. When I got the bike the brake was off centre but I fixed that. Anyone know what could be wrong? If if help the brake can shift side to side which it might not be supposed to be able to do. The only way to get it to retract is by pulling it back.

    Probably gone rusty, will need some oil and then some 'working' back and forth to free up
    Currently riding a Whyte T130C, X0 drivetrain, Magura Trail brakes converted to mixed wheel size (homebuilt wheels) with 140mm Fox 34 Rhythm and RP23 suspension. 12.2Kg.

    So which bit do I oil? Sorry for the dumb questions but my v brakes on my normal bike never have any problems.

    Any part that moves, pivot points...
