Wellgo flat pedals service

Hi - I have a pair of Wellgo 154 (?) pedals that have stiffened up. To get into them you take the outboard cap off then you get a locking nut then a cup and cone arrangement. I have tried cylindrical spanners, pliers and swearing at my children - just can't access the bolts. LBS did not help. Anyone know the tools that I need and where can I get them?

    Is the cap a screw cap?

    If not you need some 1/4 drive sockets and 9mm IIRC and the thread might be reversed.

    You might find that you need a thinner-walled socket. I have a couple of different sets, but only one of them (the cheap-and-nasty one, as it happens) will fit within the recess of my pedals - in all the other sets, the correct-sized socket for the nut is too thick to fit in the hole.
