building commuter/ trainer withe proper mudguards

After successfully building my first set of wheels:) I've decided I'm going to really push the boat out and build my own commuter/training bike (primarily commuting). So after having commuted for many years with crappy plastic sks mudguards which snap if you look at them the wrong way, I want a frame which I can fit 'proper' sturdy mudguards to, with proper fixings like eyelets etc. But, having never had a road bike with that capability, I don't know where to start. Can anyone recommend a good frame which would fit the bill?

    Kinesis Racelight 4S, or if buying used, any of it's predecessors Tk, Tk2, Tk3.

    I have an original Tk, initially as my do it all year round bike, now as my winter / wet weather bike. It's what it was designed for, so it is rather good.
