If this is a BB86 standard then the "proper" tools for the job is this:

You'll also need a headset press compatible with the bushings. This is the one I used:

If the BB71 you have is this:

Then it should definitely be a BB86 bottom bracket.0 -

Plenty of people use makeshift headset presses (or even buy home made ones off eBay) using a threaded bar and a stack of washers. Removal *can* be done with a screwdriver or similar. While a home made press should be ok, I probably wouldn't advise removal with anything else.
In fact removal with the proper tool was hard enough! The original cups (brand new) were in so tight it took me a while to persuade them to pop out.0
