Thanks for all the advice. It seems the general consensus (actually, overwhelming opinion) is that I should just use the 11-28 cassette, and see how that goes. If needs be, I will put in a 10 speed with 30 teeth. In hindsight I was probably being rash by not giving the 11/28 a chance before replacing it. Thanks for the advice, everyone!0
