9 Speed upgrades - Sora to Tiagra....

Im newish to the road bike scene,as still am and been mountain biking for the last 20 years, i do all my own spannering........but road shifters and general compatability seem a tad more complicated.....
I purchased a 2013 Merida 900 race lite, running a Shimano sora 2300 8 speed shifters, with sora 3500 rear derailuer. Ive purchased and fitted 9 speed cassette11-28 and a rear 9 spead ultrego 6600 mech, yes bike was running ok with smoothish gear changes.
With me hating hills and recently moving from a flat area up into peak district , I wanted a lower gear while trying to move bike into 9 speed, I have fitted Tiagra 4500 STI rear shifter with a 9 speed 11-32 cassette, and am really having shifting issues. the shifting seems to be in the lower gears when climbing....
Am I wright in thinking that the Tiagra 4500 are 9 speed, the rear ultrega is a 10 speed and that's whats giving me the compatibility issue ? should I stick with Tiagra shifters and put the sora 3500 rear derailuer back on or have I now got a STI compatibility problem.
I would go 10 speed but I don't believe a 10 speed cassette would fit on the hope wheels I have.............
I always ride on own (and strava) doing 15 - 40 miles twice a week. Not looking for weight saving just a nice and easy shifting experience, I will save all my blingy stuff for the mountain bike.

Just a quick check: are you running a 9speed shifter, 9 speed chain and 9 speed cassette?
Also, is your rear mech a long cage, which it would need to be to handle a 32T sprocket?
10 speed would probably fit the Hope wheels - it's no wider than 9 speed, but you'd need new STIs as well

Hi yes running 9 speed chain and sprockets....with the tiagra 4500 shifters...
