My basic understanding of it so far is that they've come up with this very clever plan of 'punishing' a club owned by people who can afford to spend money like they don't care by issuing them a fine, roughly equivalent to the fees and wages of one player, for spending too much which UEFA can then trouser and then let things carry on regardless. Must have taken many many meetings to come up with that one.

    It is quite simple.
If an English club would appear to be making efforts to buy success then it must be stopped.
Spanish and French teams are simply overlooked.
The above may be fact, or fiction, I may be serious, I may be jesting.
I am not sure. You have no chance.

On a related point, and as pointed out on the radio this weekend:

Breach the FFP rules - €50m fine.
Breach the racism rules - €50k fine.

    Does that seem reasonable?

It is probably because the accountants and managers in the club can be expected to control how much they spend. They cannot control other than to bar retrospectively the racist fan. So to give a club a 50 million pound fine for 1 or a number of idiot fans shouting racist views could be seen as a bit harsh. It is all relative though as you can still buy success as long as the 50 million pound fine is not particularly troubling for your finances.
