Weird Tiagra 9sp lh shifter problem

Was out yesterday and when nearly home my lh shifter stopped working. (4500) It would move to the big ring but not back down.
Yesterday after much searching I sprayed the inside with loads of WD 40. Now heres the weird thing. With no gear cable in the mechanism it seems to work perfectly. Thread a cable in, new or old and this problem occurs. It will pull the cable (for the big ring) but not release to take it down to the little ring.
If I wiggle the cable in the housing eventually it will snap and release back to the little ring position but only after quite a bit of wriggling.

Sounds like you need to replace the cable outer.Advocate of disc brakes.0
