It's a cluster of half a dozen or more cameras mounted onto a boom. You can see a bit of blurring over his left shoulder where they've edited out where it is mounted. Something like this: http://i.imgur.com/I3n89IT.jpg

Brilliant! Though I can't help thinking that it would be better still if mounted on something less wobbly than a bike! How long before the next generation Google street view is like this?......
