Help identifying Frame PLZ

Hello to all,
im new on here but have been reading for awhile.
i wonder if anyone can help me identify this frame.
it looks like so many apart from the strengtheners (excuse my spelling) on the rear.
i have the serial number which is SA71266900 but that hasnt helped either.
the bike is a complete frankenstein & i need a new deraileur hanger but cant find the right one.
hopefully if i can find the frame make it will help me.
