Ultegra 6700 Lock Bolt removal

I've a pair of Ultegra 6700 pedals (gifted) the R/H Lock Bolt is just spinning when you try to remove it for service.If it can be removed a new axle can be fitted.
Any advice or suggestion on what could be tried would be appreciated.If all else fails it's in the bin.
