Some advice needed I have these Rock Shox SID RL 100mm, Motion Control, PopLoc question is when there locked off should I get any movement?

When locked you should still get some movement from the MoCo cartridge.
The pop lock is just a lever and is either on or off."Do not follow where the path may lead, Go instead where there is no path, and Leave a Trail."

So when riding up hills and you have your full weight on the front end of the bike you should still see some movement when lock out in on?0

Had a quick look can't seem to find user manual,so is their anyway of increasing the stiffness of the fork when lock out in applied? ie added more air?0

So are you planning to pump up the fork at the bottom of the hill, and let some air out at the top.
Lock out, by whatever name, does not lock the forks.I don't do smileys.

Make sure the poploc is properly adjusted, they are hopless things and rarely work right for very long. It might not be rotating the knob on the crown around far enough.
Do your forks have any external floodgate adjustment? If they do that will adjust the force required to move the fork when locked.Transition Patrol - viewtopic.php?f=10017&t=130702350 -
Not sure about external floodgate adjustment? Is that the same as external rebound? Have looked on the website as above http://www.sram.com/rockshox/products/sid-rl0
