Can somebody suggest a good rear and front hub to pair with the Kore XLD rim 2014 for a carrera vulcan. I would like to upgrade from the basic QR. Budget is about £30-£40 per hub

Why are you wanting to upgrade? Do you need a non QR hub for a new fork? You also need to factor in new spokes and build cost - easier and cheaper to get new wheels usually.0

the hubs on mine at moment are broken and i might as well replace the rims for lighter ones. I will probably build them myself. I would like to upgrade the Q/R because i would like something stronger but alot forks i have been looking at still use 9mm Q/R, so something larger might not be necessary.0

Are you going to rebuild the wheel and buy new spokes though? A shop will charge you about 40 quid per wheel.0

You need to budget for spokes though, unless they miraculously fit. A pair of Switch Evo hubs from Superstar will set you back 75 quid, and have versatility for other axle standards. Add in spokes are looking at a ton. Don't see the point when you can get this:
