small ti frame with longish headtube?

I've been asked to build a bike up for a friend but given his age/flexibility he needs something with around a 55cm ETT but a nice long headtube - ideally 18cm or more - so that he has an upright position. Something spesh roubaix-esque but not a spesh roubaix :wink:

I've done a bit of research but most small frames come with shorter headtubes.

Obviously I can go custom but I thought I'd rule out off the peg first. Or maybe custom is the answer...

Can be ti or decent steel and budget is quite generous.

Any ideas?

    Burls will do one for you , its a shame cause he had a stock one very near to that size but its sold recently.

    how about a 'normal' frame with a flipped stem?

    e.g. a flipped cinelii pista stem, it'd give quite a bit of rise
    my bike - faster than god's and twice as shiny
