small ti frame with longish headtube?

I've been asked to build a bike up for a friend but given his age/flexibility he needs something with around a 55cm ETT but a nice long headtube - ideally 18cm or more - so that he has an upright position. Something spesh roubaix-esque but not a spesh roubaix
I've done a bit of research but most small frames come with shorter headtubes.
Obviously I can go custom but I thought I'd rule out off the peg first. Or maybe custom is the answer...
Can be ti or decent steel and budget is quite generous.
Any ideas?

how about a 'normal' frame with a flipped stem?
e.g. a flipped cinelii pista stem, it'd give quite a bit of risemy bike - faster than god's and twice as shiny0
