Rear rack with elastic bungy?

I'm looking for a rear pannier rack thingy, one that has a built in elastic band that will hold a bag in place. All the racks I see are for panniers and don't come with any inbuilt way of holding a bag in place. Do these racks exist? My old Raleigh bike from the 1980s has one...and I miss it. Its for my CX bike in case I want to take a bag with me (like my work man-bag)

    Use a short, black bungy. When the elastic goes (they always do eventually) you can just swap the bungy. I use one for the shoulder straps on my panniers.
