Planet x tri spoke bearings

I have a friend's rear PX tri spoke that I am trying to sort out. The wheel seems to come to a halt after being spun about a dozen times. The bearings feel fine. They are the rubber sealed ones (2RS). Could the seal be causing friction? Should I replace them with the ones with metal shields or even open ones if they will just be used for tts? The measure 28od x 15 id and I can't measure the width in situ, but estimate it at 7mm, which would make them 6903s? Are ceramic ones any real advantage?

    If the losses are in the seals then the seal drag will lessen within a fairly short space of time. It's not worth worrying about though; the drag won't make a measurable difference for riding.
