Tightening my headset ?

I cant seem to do it. Ive changed the bearings and have put everything back together but no matter what i do i still have play in it. The bearings are the correct size. Its an FSA headset and from various youtube videos it should be a simple matter of loosening the stem bolts and then carefully tightening the top cap. Ive done this but theres still play.

Am i missing something ?

    how tight have you pinched up the top cap bolt?
    have you put the small centre sleeve in on top of the upper cartridge bearing and manually pushed it all together to make sure everything is seated properly before tightening the bolt?

    Sorted now. I'd missed a spacer out so the top cap had nothing to tighten against.
