inexpensive waterproof trousers

hi i commute approx 30 mins.
i would like a good pair of waterproof trousers. preferably something i can wear during/at work aswel - without having to change.

if not than i guess id have to settle for an overtrouser.
budget of approx 40 pounds but would prefer to spend less.

    Not really something you can wear at work (depending on the work you do), but I bought some army surplus (unused) goretex overtrousers for less than £40.

    I've used them in heavy rain for at least an hour + each way and stayed warm and dry.
