Gears not working

Well sort of, shimano deore are working on the right-hand side of my MTB but not on the left hand side. My chain stays on the biggest cog and i can move up and down via the right gear shifting, but the left gear shifting will not go through any. Advice on what is wrong and can I fix/adjust this myself.

    Has it been left a long time with it left on the largest cog, could be mech or cable seized.
    Currently riding a Whyte T130C, X0 drivetrain, Magura Trail brakes converted to mixed wheel size (homebuilt wheels) with 140mm Fox 34 Rhythm and RP23 suspension. 12.2Kg.
