tyres on hybrid

just bought myself a cheap hybrid bike to use for work, according to internet, the rims are Araya GP-722, 700c, 32H, black, they come with 37c tyres, could I use 28c on these rims ok?

Usually, yes.

You need to know the size of the rim. Some will state recommended sizes. 32mm is a nice size for the road, but I suspect 28 would be ok.
