Is it possible to chop a steel frame take two inches off a top tube and add a longer head tube?
Who would offer such a service?

    You need that dying breed - a frame builder!

    Of course as to whether it would be economic to do is another matter (cost of a respray alone is say £120) Why not just look at a new hand built bespoke frame?

    I bought two from here last year http://www.steve-goff-frames.co.uk/frames.shtml which gives you an idea as to costs (IMHO these are particularly competitive prices). Note I have no connection to Steve apart from being a satisfied customer.
