Black metal part inside seattube?

Hi, Never really took any notice inside the seattube until now as I am building a bike up, I noticed there is a black metal tube inside the aluminium frame it looks like the seatpost must then slide into this? I always assumed the seatpost just slides into the frame alone :oops:

Probably just a shim to fit a seatpost that's too small for the bike

Just confirmed it is :-) My 27.2 seatpost fit into it. If I was secretly a weight weenie I would say I have saved 50g by removing it 8)
