FSA Orbit C-CX Issues

So I picked up an FSA Orbit C-CX headset (the one with the integrated brake hanger) to lower the stack height of my bars, but because the headset top cap doesn't turn with the handlebars, my front brake locks up when turning unless completely slackened off.

The bridge used to have the cable clamped in place, so I've removed the clamp bolts to allow the cable to move freely through it and it's not as bad, but still happening.

Has anybody any experience with these headsets and setting up brakes?

Brakes are Tektro CR720.

    I've used one, plus a Ritchey WCS that works on the same principle - the cap should pivot with the bars - there should be a thin shim between the top of the bearing and the cap that presses down on the centre of the bearing.
    Make mine an Italian, with Campagnolo on the side..
