chainring advice needed please

Hello all,
I am dusting off my old (1998 ish) muddyfox mtb/hybrid. ive replaced the 7 speed cassette and chain, but i am having a problem with gear changing on the chainring.
I think i have the front mech set as accurately as it can be and it moves freely, however changing from one sprocket to another is usually slow and can be noisy in either direction. the teeth look ok, but the outer ring and the inner ring are running out of true by a couple of mm, ie slightly bent,the middle ring is ok, also the BB has about 3mm of play when measured at the end of the crank. could this be the problem?

Yes, sort the BB (is it cup and cone?) and replace the rings (or crankset).Currently riding a Whyte T130C, X0 drivetrain, Magura Trail brakes converted to mixed wheel size (homebuilt wheels) with 140mm Fox 34 Rhythm and RP23 suspension. 12.2Kg.0

it's a sealed cartridge that im guessing is the original one as i can't get it undone even with a 24" extension on the BB tool, so it looks like i'll off to the bike shop with it.0
