Bottom gear not engaging

I have an 8 speed 11-28 cassette and the bottom gear isn't engaging. My shifters aren't letting me go down that far so I am riding on 7 gears at the moment.
Any ideas on how to make the bottom gear engage? Starting to annoy me now

Stop screw on the rear mech possibly, is the cable slack when you change down to the 11t sprocket?

Wire is tight the shifters wont allow me to change down to the 11th sproket for some reason
