Which Cycling Trousers

Brother in law wants some trousers (not tights) for Xmas. He's starting doing hour/90 minute rides on a mountain bike on roads wearing trainers. Preferably not waterproof to avoid boil in bag. Preferably under £30.

I've looked in the obvious online retailers but I'm not finding anything that really fits the bill.

Anyone know?

How he'll react to the XL on the label may not be so great but maybe I'll tippex the 'X'. He can be touchy.
