Pannier rack without attachments

Hi,
Looking to fit a pannier to my old Apollo TDF road bike however it doesn't have any of the holes needed.
I have looked into the P clips but what would I do to attach it to the seat post?
Any help appreciated.

Do you really need a panier or would a rack top bag be sufficient?
There are several racks which mount onto the seat tube. Here is one which comes with free Haribo:

Blackburn disc rack which attaches via a supplied longer rear wheel skewer. Top bits can be fitted with P clips to the seat stays as they don't take much stress.
Can't remember the model name but this is what I use, available form Evans and other Blackburn stockists.0 -
At the bottom, P clips are probably easier to use than axle-fitting racks, esp for wheel removal. P clips can also be used at the top.
Braze-on eyelets are much better but P clips work.
You can get a replacement seatpost clamp with integral rack eyelets.0 -
