Is a front shifter meant to click up 2 chainrings at once?

I was reading about the shifters I have got and I am sure somewhere I read the rear can shift up 4 sprockets at once and the front can shift up 2 chainrings - which means smallest chainring to biggest in one sweep.
I would never have a use for that on the front (if it is even meant to be able to do that), so is it possible to adjust the shifter to click once? XTR-M951. Its hard to find the spec info on them because they are from 1995. I am sure this would have been one of the first where you can upshift 4 sprockets at the back, I remember that functionality didn't trickle down to cheaper shifters until a few years after.
So, were Shimano just showing off making a front shifter that can change up 2 chainrings or is it not supposed to be able to?
EDIT: It doesn't fully go to the biggest chainring when doing that but you can hold the shifter there and it goes that far, let go and it goes to the middle chainring. The issue is I could push too far. I can't believe they would have designed it like that. Probably because its MTB shifters on a road FD.
