In the market for a bike for racing.

I am contimplating on buying a lighter bike to my commuter (BH speedrom 7.0) semi carbon which weighs 21lbs with all bits on the new bike it is about 17lbs with no pedals or bottle. I am looking at a Felt ar5 for my races and my club spins. Or should I upgrade my wheels and group set on my current bike for the same budget?
