Jockey wheels

Last night I replaced the chain and cassette on my mtb and while the chain was off cleaned a bit of gunk off the jockey wheels. I noticed that the lower jockey wheel spun easily (like a bike wheel), but the upper jockey wheel didn't; it would go round but wouldn't spin. Is this normal or does it need a deep clean and relube??? Its a shimano XT rear mech.

The lower on an XT has a sealed bearing the upper is on a ceramic to ceramic bush, as it's easy to strip and regrease I'd do so, but it never spins as well as the lower.Currently riding a Whyte T130C, X0 drivetrain, Magura Trail brakes converted to mixed wheel size (homebuilt wheels) with 140mm Fox 34 Rhythm and RP23 suspension. 12.2Kg.0
