I have Tektro R358 brakes on my 2013 Boardman Toad Race. They are fine in the dry but hopeless in the wet. They were like it from new and a service by a good local mechanic helped a little but not enough.
Are there some better pads I can fit?

Thanks. I found the Koolstop pads on crc. Are road pads one size fits all?

I use Swissstop Flash Pro Green, see the link for the different types on pads.

I also have Tektro brakes and changed pretty quickly after I nearly ran into the back of a car in the wet.
I also had to buy shoes for the pads to fit into as the standard ones were all in one. Check yours before you buy.

You'll need the shimano compatible pads.
